Factory unlock

If you have an officially unlocked iPhone, you can use it as a phone anywhere there is a carrier that supports GSM or UMTS/HSDPA 3G format. However, if you use a carrier that isn't an official iPhone carrier, not all features will be supported.

You can buy factory unlocked phones only in certain countries. Some carriers will officially unlock a locked phone for an extra fee. See this page for listing of countries and carriers, and whether unlocked phones are available.

Beware of unofficial 3rd party unlocked phones which will re-lock to the original carrier whenever you update the phone

The link I posted shows whether the carrier sells unlocked phones or will provide authorized unlocking. You'll have to contact the carrier individually for details and may have to purchase it in person.

so if I understand that means that I can buy iphone there and for extra fee, they'll unlock the phone, that i will be able to use it anywhere ???

They will only unlock a phone that they sold to you. You'll have to ask the individual carrier whether they unlock it only at the time of sale, or after you used it.

If i buy phone in this country do I have to send for service the phone there or I can use any other country or service in my near ?

Warranty service is available only in the country where the phone was purchased, and has to be done in person - i.e. you have to take it there yourself or have someone take it for you. You can't ship it to them.
