Show input menu in login Window?

In System Preferences > Accounts, what does that actually do?

Mac OS X (10.5.7)

From the contextual help topic for the Accounts system preference:

"To allow a user to choose a language input method from a pop-up menu in the login window, select the “Show Input menu in login window” checkbox. This feature is useful if the users on the computer use different languages."

This is not unique to Snow Leopard; Leopard has the same option.
