The answer to this question is yes, but I am not disclosing information here on how to do it.
Then why would you even bring it up? Why give the OP false hope in trying to acheive something, that even if he/she succeeded, there would be no OS X drivers for any of their peripherals and internal components making the system virtually unusable.

Upgrade to Windows 7 Home Premium. Seriously, that should feel like a new computer. As long as you have the hardware RAM and graphics, a decent cpu... Home Basic was/is a disaster and never should have been marketed to anyone, more of a tease to say a computer was Vista capable marketing.
Any new PC should have 4-core, 2-4GB RAM etc and support Windows 7.
