can anyone tell me how to add a note to a measure ...

Are you working in notation view or piano roll view? Piano roll is a lot easier. Double-click your region, hold down the command key and add as many notes as you like.

    tying notes together ...

What do you mean by that? If it's tied like a legato - just make the notes long enough. If you want to tie two notes together so they become one, delete the second note and make the first one longer.

    ... and copying notes/measures in garageband 09

You copy measures in the timeline by cutting your region the way you want it and alt-dragging it to copy it. Or just copy/paste.

To copy single notes, just oben the region in the editor and alt-drag or copy/paste there.
