How do I restore a hard drive that has crashed to a different hard drive?

I have been using Time Machine regularly, to safeguard my data. Now that a hard drive that has crashed I want to restore the data from that crashed hard drive to a different hard drive. But when I pull up Time Machine, I do not "see" the hard drive in question of course. How do I get that data back?

You're talking about an external data drive, not one with OSX on it, right?

Thanks that helped. I am also sending the drive to a data recovery place.
