What is "Connect Service (All Users)"?

It says it's an Application. Hmm... the only one in the Start-Up Items that way. I went to Activity Monitor and there it is, consuming 5.7 MB of RAM. The information there would indicate it's part of ArcSoft (the Windows looking graphics add-on I don't use) Software Suite. I used Activity Monitor to Quit it, have deleted it from Start-Up items, and so far the world has not blown up!
