itunes not accepting my Credit Card

Well seems for some reason Itunes is on total Fubar Mode. It will not accept my billing address change despite the fact that my bank states it is correct. Am I too assume Apple doesn't like money. Im trying to purchase an item from the Itunes store but due to the ineptitude of the system, I can't do this. So I would like to know if this is a bug glitch or merely the apple servers taking a squat on the job. It tells me my billing information does not match my bank records. Despite typing it in correctly it will not budge.
