Qwest Actiontec M1000 DSL Modem 192.168.0.1 Snow Leopard

My Qwest DSL connection has been steadily decreasing in speed over the last three months. Usually 7mbps... now rarely above 5. Qwest suggested I replace my 4 year old grey Actiontec GR701 modem with a newer M1000. I picked one up and was happy to see it has the same plug options on the back, and the power supply is exactly the same. My old modem responds nicely to 192.168.0.1 entered into Safari or Firefox for setup/status and I recorded all the settings. The new modem however will not respond to that address to access the setup as it is supposed to. Safari just spins forever: "loading".

If I unplug the new modem and reconnect the old (very easy), everything works, both the external internet access and local modem setup via 192.168.0.1 (tried the hardware reset button too to be sure).

I did get access to (just) the main modem setup page on the new modem by trying the Network "modem setup" option in Snow leopard and thought I was okay. Even though that uses DHCP and I use a static IP's normally with a manual setup I thought I might be able to enter the modem settings and then revert to my saved network settings and go. However in Network "Modem Setup" it then gave (got?) a "self-assigned IP" somehow for the modem and everything went back to start as above with no modem set up access after that.

I am inclined to leave it, however I need to get through this step to resolve the question of why I am getting a decreasing fraction of my subscribed internet speed from Qwest. Their next advice is to perhaps try going back to a non-Snow Leopard install... As the old modem works fine (even if at 75% speed) I would rather not go through all that.

Hi, speed testing is done via a browser link supplied by Qwest. http://denver.speedtest.qwest.net/

The first issue towards addressing my overall speed problems is with the new modem I have. It is Qwest branded (actually made by Actiontec the same as the older one) and they are made available at a local Best Buy.

As I can access my old modem setup menus via Safari using the 192.168.0.1 address but cannot with the new modem, Qwest is suggesting it is a Snow Leopard issue and perhaps I should go back to an older operating system install... i.e. my slower speeds might be remedied by the new modem but to set it up I may not be able to do it with Snow Leopard. I kind of doubt Snow Leopard is a root of the problem as Safari/Snow Leopard access to the old modem settings just fine; however I do not know enough about how local access to the modem setup works via Safari, hence my question around whether anyone else has this apparently very common DSL modem running with no issues. Thanks!
