How do I change the volume keys on my new keyboard?

I have a new flat keyboard, but cannot find a way to get my volume keys back. My old keyboard had its two volume keys independent, and only for that function. These were separate to the function keys. I know that F11 and F12 are hijacked for this by default but …

I am a professional Photoshop user, and need the function keys to trigger actions- so I have to turn on the "use as standard function keys" preference. It is not possible for me to have these set as standard mac shortcuts, this is just too limiting for efficient Photoshop work.

Is there a way to get the volume control assigned to the NEW key F18 and F19 on the right, where they will be out of the way? How do I get the old SHIFT OPTION subtle volume control back?

I am aware that there is a volume in the title bar, but this is too slow to operate.
