How to make a mouth move on a picture

hi, I am trying to figure out how to make a mouth move on a picture in final cut. It's similar to how South Park would make the celebrities pictures face talk. I know its a super low budget effect but its gonna work. I need help doing it. Thannks If it requires more then final cut I do have minor Pshop skills but I would need to be walked through it.
