He used the Windows burner.
So in case it wasn't already obvious, the problem is in iTunes.
You might imagine that since iTunes gave you Error 4200, you could look in iTunes support and do a search on "4200" and get some useful input. You'd be wrong.
You can try some of the tips that are posted at the top of the Importing and Burning Forum. Be prepared for frustration. Personally, I would just use another burning program, which, as your repair person pointed out, works fine.
