Can't manage iPhone Apps with iTunes 9—all buttons/functions are disabled

I can't find a way to manage my Apps (reorder them, download the ones I bought on the phone to the computer, sync the ones I bought in the iTunes store to the iPhone, etc.) using iTunes 9 via the
Sidebar->Devices->iPhone->Applications
tab. All the buttons are grayed out and the reordering function is darkened (doesn't work).

What do I have to do to enable this iTunes feature again? Is it an iTunes 9 bug?

20" Aluminum iMac (Spring 2008): 2,66 GHz Intel Core 2 Duo, Mac OS X (10.6.2), The iMac has 2 GB 800 MHz DDR2 SDRAM. My 16 GB iPhone 3GS is running 3.1.2.

You said you were going in this way:

Sidebar->Devices->iPhone->Applications

That made is sound like, to me, that you were clicking on Applications in the sidebar and trying to rearrange from there (sorry, the firewall I'm behind won't let me look at your image). Can you click on iPhone in the Sidebar and then click on the tab for Apps in the main screen?

Okay, yes, I can click that tab. And I can see the list of Apps with checkboxes for choosing which Apps get synced to the iPhone and which don't. And to the right of that is the function representing the iPhone's home screen with all the App icons for rearranging them. But all of this is "grayed out", i.e. not clickable—disabled. Below it it says:

Select applications to be installed on your iPhone or drag to a specific home screen.
Drag to rearrange application icons or home screens.

Do you have iTunes 9 by the way?
