Actually when the System Preferences item is missing from the Applications folder,
the contents it controls are still likely in the system; as indicated in the above threads.
The problem's cure may vary between OS X versions, so I'm not sure of the correct fix
but there are a few online and also in these Apple Discussions threads.
There are steps to take to try and make it reappear and work again normally; in a
few cases, the item may work in a second user account. An Archive & Install should
not be necessary to restore the item if missing from Applications folder; but you could
use a shareware utility such as Pacifist (runs in demo mode) to extract the correct part
from the OS X installer disc, and have Pacifist install only that one file.
{There may be a way to use the OS X installer, to do a custom install of the Applications
folder & contents, to include the System Preferences. Any additions you added would
not be in the resulting Apps folder, in that case. The booted installer disc's options may
vary between OS X versions.}
