Insert a circular shape whose diameter will be the required one with the wanted colour.
Insert a second one (white) whose diameter will be the hole one
From the arrange menu you may align them so that they have the same center.
Group them
Now, double click in the shape to be able to enter text.

I assume you will either print an adhesive label to stick on the CD - if so you'll want to locate a Microsoft Word template which Pages can read. This will guarantee that the label will line up properly. Having said that I have two comments that are worth every cent you've paid for them:

1) if you intend to frequently print labels it might be better to search out a dedicated program rather than trying to use Pages

2) if the discs you are labeling will be inserted into a MacBook, MacBook Pro, or iMac do yourself a huge favor and label the discs with a sharpie, not an adhesive label. One of the more frequent SuperDrive repairs we see at our shop involve labels that partially unpeeled in the drive. It generally isn't an inexpensive repair.
