How do I access ~/usr/bin folder?

I want to install some comparison software (Merge) to use with Dreamweaver. The instructions say :
"To install the command-line utilities:
Copy the contents of the Utilities folder on the Merge disk image to your chosen destination folder (e.g. ~/bin or /usr/local/bin)."
How can I do this if the folder is hidden? I can locate it via Dreamweaver's 'browse' button but not in Finder (have done a search too). Nothing too technical please! Thanks.

G5 iMac, Mac OS X (10.5.8)

Go menu --> Go to folder --> /usr/local/bin
