I have a wav file on my PC that I want to make a ringtone on my Iphone. can this be done, If so, How?

There are many many threads on here and on the web saying how. Every way will require a converter of some sort. However, iTunes itself can be used for that. I know it has been spelled out many times so best to search for it than for us to type again.
