iTunes and Credit Card info

Having a problem with my iTunes account on windows and my iPhone. It prompts me to update my account with my security code (which I did several times).

It acts like it doesn't recognize my info. I am unable to update apps or download new ones.

Any help would be appreciated, thank you in advance.
