Help! I keep getting "Cannot be opened, Unknown Error 13010" when I try to open iTunes.

I have followed the instructions on how to completely uninstall iTunes, including deleting the .plist files, rebooted, downloaded/installed the app, and I am still getting the error message.

How can this be fixed?
