They do advise the use of the Filter mentioned in the article, on how to
set up a Fax machine while using a DSL ("digital subscriber line") service.
So, no issue should be happening there; unless the filter or other connection
is defective. I'd double check the obvious, since it isn't always working right.
For my alternative dialup access, and all regular phone services on my
ADSL lines, I was sure to have a few extra DSL filters. On some devices
it did not seem to matter, but on others I did not want to take a chance.
Setting up the internal modem for use with the Fax software should be
fairly easy; the System Preference panel for that feature is not hard to
navigate, and the Help viewer can give you Mac OS X answers on most
any topic. With internet access, more results can be found in Help search.

Hopefully these links to information may be of help to set up & use Fax.
Using a scanner to convert a document first may be another matter.
{Other faxing features in Tiger 10.4 include being able to use Quartz filters
to control and change Color settings, font control (post script printing) and
have these carried into the other end of the fax process; for commercial or
business documents of high quality, via the PDF processes in OS X.}
Good luck & happy computing! 🙂
