Ratings of Top Podcasts or anything in itunes

Can someone please explain to me how lowest rated podcasts, videos or apps be on this TOP list in the itunes store area and yet when go check the ratings of the TOP podcast or app it has less than 2 stars total on average.

Or is this just marketing and who pays Apple the most to hold those spots?

The customer rating you see when you view the individual item is based on the numbe of stars people have rated it.
Being put into the Top list is based on number of downloads.
If everyone in the world downloaded it and rated it 1 star, it would still be at the top of the list.

Thanks for the info. Alright so it doesn't have to be good. It just has to be a popular download or someone tricked people into downloading it to get the download ratings.
