iPhone 3GS - Error 13 after update

I went into iTunes to update my phone and after the waiting for the update it says it has to reboot. So i did it and get error 13. I'm also trying to unlock it like i did last time so i could use it overseas but it doesnt seem to work either. some help plz. ty
