WebDAV can't copy or change files

I'm new to Mac OS X Server, and have been trying desparately for the last month to set up a proper WebDAV enabled sharepoint. Users are able to connect properly, but inexplicably certain files copy over blank (0 K in size) or refuse to copy at all. In addition, creating a new folder or changing the name of a folder remotely does not work. I've tried connecting via Finder Connect to Server, as well as using Transmit and Dreamweaver, and all fail in different but similar ways (connection occurs without error, file transfers are funny). All clients (currently) are OS X 10.4.3.

The WebDAV sharepoint is the root web documents folder for the out-of-box Apache server, but the httpd.conf file has been customized a bit. This documents folder and all enclosed items have user and group owner as www, with rwx permissions, as per suggestions in the server manual and on these forums.

The site itself as defined in Server Admin is just a special site on a specific port which only has WebDAV enabled. The site has one realm defined (the web documents folder), authorization is basic, and authorized users and groups can browse and author.

Note: I'm stuck with using OS X Server 10.3.9 for now, but if a solution involves an upgrade, I'm willing to upgrade. I'm also willing to hear other suggestions for sharing common web server documents on this setup.

Additional information on the problem:

I think I've discovered what is occurring when files copy over as 0 K in size. The files in question are .php files, and they are being processed by the web server before transfer. Thus, any html in the php file is rendered, but the php code is trashed. Yipes.

I thought WebDAV would just copy the files over for me in a straight forward fashion. I'm looking into this deeper, but for now my problem still exists.

My problems continue, so let me specifically rephrase my request.

My WebDAV sharepoint is a web documents folder. I am am accessing WebDAV via a proxy only. Every file I get via WebDAV is being processed by the web server before transfer. I want to block this processing (don't process includes, don't process scripts (php specifically). I'm using the built-in Apache 1.x in Mac OS X Server 10.3.9.

How can I do this? Can I use a mod_rewrite directive in the proxy.conf to block processing? Is the mod_dav module built into Apache 2 more robust?

I just want a WebDAV server that is as easy to use as iDisk. I am new to Apache and Mac OS X Server, and this is turning into a nightmare.
