Iphone fell in pool, help me !!!

A tragedy happened, my Iphone 8Gb fell in water, and was within 5 seconds. Now he does not care anymore. There is no guarantee for this, but I read somewhere on an exchange system, which is paid a lower value. Someone can tell me anything about this?
