iTunes Sharing off but still sharing with local network

I have iTunes sharing turned off on my MacBook Pro, but other computers on our local network can still see and connect to the shared library. If iTunes sharing is turned off, shouldn't the library be invisible on the network and be unable to share? I don't really care so much on my local network, it's when I'm connected to public networks, via wifi or whatever, that concerns me. Any thoughts? Thanks.
