License for MPEG-4 Part 12 / Part 14

Hello,

I don't know where to ask for my question, but I think it is related to Quicktime, so I post my question here. I have already asked MPEG-LA this question but they could not help me.

Context:
We capture an analog video signal, and want to broadcast video files for free on the internet with a streaming server, and also provide them as download for free.

Question:
We plan to use MPEG-4 Part 12 or Part 14 as container format. Are there are any licenses needed to create and/or distribute these container formats? And if so, who offers these licenses?

This is directly from Apple's end-user license for QuickTime:

"This product is licensed under the MPEG-4 Systems Patent Portfolio License for encoding in compliance with the MPEG-4 Systems Standard, except that an additional license and payment of royalties are necessary for encoding in connection with {i} data stored or replicated in physical media which is paid for on a title by title basis and/or {ii} data which is paid for on a title by title basis and is transmitted to an end user for permanent storage and/or use. Such additional license may be obtained from MPEG LA, LLC. See http://www.mpegla.com for additional details.

This product is licensed under the MPEG-4 Visual Patent Portfolio License for the personal and non-commercial use of a consumer for {i} encoding video in compliance with the MPEG-4 Visual Standard ("MPEG-4 Video") and/or {ii} decoding MPEG-4 video that was encoded by a consumer engaged in a personal and non-commercial activity and/or was obtained from a video provider licensed by MPEG LA to provide MPEG-4 video."

So as long as you are not charging your users on a title-by-title basis for your content, you need no additional license.

As I stated above you don't need a license. If you want Apples ok (I don't know why) call them. I have no idea what ok they will give you and for what. If you don't trust the people who have posted answers to questions in this forum for years, why post here at all?

Apple doesn't monitor this forums to give answers to peoples questions. And they don't post employees email address so people can ask them questions.

Think of the millions and billions of Quicktime videos on the internet. Not one person has ask Apple to use the Quicktime container or MPEG format before posting a Quicktime video to the internet. Think of the madhouse there would be if you had to apply for a license before posting a Quicktime video on the internet.

If I were giving you a wrong answer in getting a license, if one was needed. I would be telling you to do something illegal by saying you don't need one. This (and all my posts) post would be pulled by now and an email would be sent to me by Apple. A level 2 poster and above can report a post to Apple. The number of blue icon next to people names indicate what level they are.

MOV is a container format.
MPEG-4 Part 12 is different container format based on MOV.
MPEG-4 Part 14 is again a different container format.
3GP is again a different container format...
