Newspaper Layout?
I'm in need to write a paper in a newspaper format. Do Pages offer this specific template?

I only need cast my eyes around the dining table as I eat breakfast to see that "newspaper format" can mean most anything.
If you have a specific model in mind, copy that and make your own.
Pages has a number of newsletter templates. Maybe you could use those and expand on the designs.
You can also look at:
http://www.iworkcommunity.com
to see if someone else has made one or look to see if someone has done one in MsOffice and open that in Pages as your starting point.
