Can I create a Blocked Numbers / Reject list?

This is my first Apple product, after 4 years with AT&T. I like the iPhone, but am disappointed with the lack of certain features.

For example, can I reject "UNKNOWN" calls?

No. Caller blacklists/whitelists are not a feature of the iPhone.

I don't believe Apple would implement it as it would be a carrier choice but thats just opinion on my part.

True, in terms of selective call blocking where the call doesn't reach the phone. But on most non-iPhones you can assign a specific ringtone to 'Unknown" or 'Restricted' calls - that's applied on the phone itself. For example, that feature (the ability to assign a ringtone to unknown/restricted incoming calls) coupled with my custom silent ringtone would be useful.
