I'm thinking of buying the apple TV, I currently do not have a wireless router. If I plug my apple TV into cable based internet, will the Apple TV device function as a wireless connection for my macbook?

No.
Thank you. Thats just dumb. The Apple TV can receive WiFi signal, has an ethernet port, but cannot function as a wireless base station. It seems Apple wants a person to buy one more electronic item. So much for being a green company.
It wouldn't make any more sense for an ATV to function as a wifi base than it would for an iPod or a Roku player to function as a wifi base. It's a set-top box for iTunes files, that's all.
You are missing my point, the Apple TV is basically a hard drive with some audio/video jacks with an ethernet port and can receive WiFi signal. It would be so much more useful if it would function as a WiFi base station since it would be connected to my internet connection. Why should I by a WiFi router, Airport Base Station or time capsule (which is like the Apple TV except lacking the audio/video connections and it functions as a WiFi base station) or any other additional device? With one more feature; true wireless connectivity, the purchase of Apple TV would really make sense. It would make most sense to combine the Apple TV and Time Capsule into one device or offer this as an option. Now that would really turn my living room into a digital hub. But no, the space behind my stereo and TV is going to be cluttered with one more box, some WiFi router device. One more device to drain power, one more purchase that will someday up in a landfill, what a waste.
You are missing my point....
And you are missing mine. The ATV is simply a media player, there's no reason for it to be anything more than that. As other media players become more technically sophisticated and with new TVs coming out with built-in DLNA clients, the ATV becomes less relevant with each passing day. Rather than building more features into it, I'm sure there are those who question why it exists at all.
Troy, I suggest you do not buy one, and; please turn all your lights off, all that power is killing the polar bears.
sigh.
PS: Maybe it should be able to get Netflix too !!!!

Can Apple TV work as WiFi base?
