Parental controls and free texting apps

My son wants to get one of the free texting apps. To use them, wifi must be enabled. Is there a way to limit the wifi to just the texting application, and not for general internet browsing? I want to trust him, but just don't want to give him unlimited freedom. I have put restrictions on his safari and youtube, but all it takes is a restore to clear those out.
