How do you disable a "pop-up?"

I deleted my Adobe Flash Player from the Internet Plug-ins folder in the Library. When I visit a site that requires the Flash Player, a "pop-up" appears and asks me if I want to go to a site to download the Flash Player. I am not sure if it is even a pop-up but I want to disable it. "Block Pop-Up Windows" have been checked but I still get the "pop-up." Is there a way to disable the particular message window from appearing in Safari?

 12'' iBook G4, Mac OS X (10.5.8), 1.33 GHz PowerPC G4, 1.5 GB Memory, 160 GB HDD

Hi,

Why you deleted the Adobe Flash Player plug-in? You need this plug-in to run a video on the web.

NO, this is not a pop-up you see, it's because Safari recognize that don't have it to play video's.

Download it again and you will be fine.

I deleted it because I did not want to see ads and Flash often pegged the CPU. I could have unchecked "Enable Plug-Ins" from the Preference but I wanted to use other plug-ins. So I was wondering if there is a way to stop the message from appearing.
