Were are you able to *Verify iPhone Driver/Service Installation*, as mentioned in the article I linked above?
Try restarting the Apple Mobile Device Service, as shown here:

Also, what security software is running on the PC? If you haven't already, try to update, reconfigure, or uninstall it while testing. This article:
