Similar problem, but I'm on a mac: when I connect my ipod (which is working fine otherwise) to iTunes (also working fine in other respects), the whole display for the apps tab is grayed out. In my case "sync apps" is checked, but I can't un-check it, or move anything on the screen views, or check/uncheck the apps in the list. Effectively this screen is disabled. But all the others -- info, photos, music, etc -- behave normally.
This is new, I have purchased other apps through iTunes and then synced then to the ipod. I have tried restarting computer and ipod, deleting the new app and re-downloading it, etc.
The only other odd symptom is that the wifi fan in the toolbar has disappeared (also the spinning sticks when iCal is syncing). That spot on the screen is fine when apps are running. Seems likely to be unrelated but you never know.
I just updated my apps to my Iphone and then was going to update them to my Itouch. ... But Itunes won't allow me to check the box "Sync all Apps". I know the programs are Itouch/Iphone compatible.
Does your Touch have the necessary version of the Operating System (OS)? If just one App requires OS 3.x and your Touch is only on OS 2.x, that would cause these symptoms since it would be able to *Sync All Apps.* The iPhone OS is upgraded automatically, the iPod Touch is not - it has to be purchased. Each App has OS requirements, is your Touch at the required version (or higher) for the Apps.
By the way, the latest version (at the time of writing) of the OS for the Touch is OS 3.1.3 and some Apps require 3.1.3 and will not work (and therefore will not Sync) if the Touch is only on 3.0.
