iPad icons freezing on single page

This scenario has happened to me twice: I'll try to launch an application by touching the icon and it does nothing. I swipe to another page and I can press an icon and see it dim indicating that it has responded to my touch, but when I swipe to the buggy page in question, the icons do not respond.

I did an experiment. I touch and held on an icon on a working page to switch to the icon arrangement mode. I swiped to the non-working page and none of these icons were wiggling. When I moved an icon from a working page to a non-working page, I was able to set it anywhere on that screen without it auto organizing into the grid.

An iPad restart in both cases removed the behavior.

Anyone else with this?
