iPhone International WiFi

I have an iPhone that I got a month ago. I live in the United States, but currently I'm at the Philippines. There is WiFi connection around the country, but do I need to pay fees for using an international WiFi? I know that charges increase when using service internationally, but does WiFi include part of this? There is no service around the Philippines for my iPhone because it hasn't been unlocked, but I'm using WiFi here and I'm worried that when I come back to America, my bills will exceed because of the international WiFi.

My question is would WiFi internationally cost the same as using service in a different country?

OK because I used it when I was in Tapei International Airport and so far I have been using WiFi ever since I got to the Philippines. There was no fee so far as what it says on the agreement before you enter a WiFi, so does that mean I'm on the low side? Because my dad told me not to use it before we got here because he said it would cost more because of the roaming same with international call fees.
