bear in mind that the appletv actually can't play 1080p content (it's 720p playback on the appletv).
even if you do get the 1080p setting, it's only upscaling (and your TV may be better at upscaling anyway).

it could be that the HDMI cable you are using is too low a spec. i believe you need a 1.3 or 1.4 HDMI cable for 1080p playback.

I'm able to confirm that the only option at 1080p is "1080p HD" on all my tv's, although the tv doesn't actually say what frequency it is using, the tv's themselves denote 60 Hz.

I don't really know why this is, but have always assumed the tv manufacturers have catered for mainstream devices only such as blu-ray players etc which I'm not aware are available with 50 Hz output.

It's more than likely that you aren't actually missing all that much and it isn't something that has concerned me all that much.

This makes no sense as obviously all seems very US/NTSC orientated

I'd tend to agree, but I'm not so sure there is any likelihood of it changing. I can't see the tv manufacturers doing much about it if indeed it is a deficiency of the tv, but I suppose there is a chance that feedback may encourage  to remember that there are tv users out here that use them to watch HD home movies at 25 fps if it's a deficiency of the tv.
