Why doesn't "ITunes" have my Album art?

Why doesn't Itunes have my Album art.
AND
Why wont Itunes let me update the Album with 3rd party Album Art.
AND
Why wont Itunes get the album art to begin with, when Both MY Windows Media Player AND my Winamp have the art/can get the art.

    Likely because the album or artist name are incorrect.
    Why wont Itunes let me update the Album with 3rd party Album Art.

    Likely because he files are WAV, which does not have tags (you can thank Microsoft for developing WAV that way) or the files are Read Only or you do not have write permissions.
    Why wont Itunes get the album art to begin with

    I touched on that above.

    Okay. Likely it is not spelled exactly the same as it is in the iTunes Store.
