Yes

I've tried repeatedly to download itunes on my new pc, but to no avail.

Having issues downloading a file and running the application are 2 different things.

Can anyone help?

Not without you providing more information as to exactly what's not working.

Have you tried posting in the iTunes forums?: http://discussions.apple.com/category.jspa?categoryID=150

After I,ve downloaded iTunes, the quick player works but not able to log on to itunes. My local computer expert seems to thinks that Windows 7 home premium is not compatible with iTunes. I,ve uninstalled and downloaded about 5 times which was advised, but still no joy.

As already said, yes it is compatible. My daughter uses itunes every day with Windows 7 home premium. It appears, given that you did not provide any information except that you can't log in, that you have forgotten your username and/or password to log in. Unless you provide additional information that will provide a clue to what your problem is, all we can say is yes it is compatible.

What happens when you try to log in? What messages if any do you get? What browser? What browser add-ons? What security settings (firewall and browser)? Parental controls?
