I have had my Iphone for 2 years and have always been able to take pictures, but now when I go to the camera the shutter won't open and the button to take the pictures will not work. Any idea what's going on?

Have you recently installed an Exchange Account on the phone ? If so, then your Sysadmin has disabled the feature.

Is Yahoo Mail an exchange account?

Is Yahoo Mail an exchange account?

No. Unless you were issued your phone by you employer, you don't have a sysadmin controlled exchange account.

What OS version are you running? Any "modifications" or jailbroken?

If you can see the Camera icon, it's not likely there are restrictions enabled on the camera function either, but a good idea to check:
    Settings > General > Restrictions > Off

Do basic the basic troubleshooting steps described in the User Guide:

    1. Turn off and restart phone.
    2. Reset phone - press both home and sleep/wake buttons until the Apple logo appears.
    3. Restore phone in iTunes using a backup.
    4. Restore as a new iPhone.

If 4 doesn't fix it there may be a hardware failure of the camera, requiring evaluation by Apple.
