Press and hold the Home button and the Wake / Sleep button at the same time, keep them both pressed until the Apple logo appears on the screen.
This will NOT affect any of your content on the iPad.

I had same problem with IPad, i just turn off and few seconds turn back on, and fixed
I had the same video related problem with Safari today on my 4G iTouch. Restarting nor resetting worked. However, when I tried Safari again I got the address bar at the top and was able to quickly X out the offending address and all is good now.
I think i have a good solution to this for you guys..all of the hard reset and other magic tricks dont work for me and I dread doing the restore from itunes, so i sat and think and then solved it. so simple.
Try using the universal search and type in the name for any video title in your library on the IPAD. Go play that file. FYI, The universal search is found when you swipe leftwards on the homescreen and finally come to the text box.

Excellent suggestion. I downloaded a movie to the ipad, but when I launched the Video App I just got a blank screen. Tried turning on and off and also re-setting by pressing the Home & On/Off button without success.
The trick is to use universal search ... and type in a video title. Hey presto the video appeared etc ... Great tip thanks very much.
