Problems creating Apple ID

I'm attempting to create an Apple ID for my young brother's computer and iPod Touch. The problem is when I'm creating the account it requests credit/debit card payment information - with NO option to skip. He doesn't own a credit/debit card, nor will he ever need to use one with iTunes.

How do I get around this?

    #1 Buy a gift voucher or gift a single song to your brother's email
    #2 log out from any existing account
    #3 redeem that voucher / gift
    #4 now choose to create a new ID

    You'll be offered "NONE" as payment method

    in any other case you have to supply a payment method
