This issue is probably seen at some other commercial locations as well. Both my wife and I tried to connect our phones to this network at the restaurant. In settings it showed the network which we selected. There was no indication of any password protection. In settings it then showed us as connected however we never got the wifi symbol to pop up and replace the 3G symbol at the top of the screen. I tried turning off 3G and momentarily while the phone was switching to Edge the wifi symbol popped in but that only lasted a second till the other network was acquired. No log in screen ever popped up although I'm assuming there must be something that has to be entered to access their wifi. Going to a Safari site was always done through the cell network.
We don't have any issues with most of the locations we access wifi - Starbucks, other coffee shops, Panera, etc. Just curious about this because one day I may have my iPad at this restaurant and would want to get on their network. Any ideas?

I've been at other places like Panera where opening a Safari window takes you to an acceptance screen. But here nothing happened except going on to the 3G network.
If it's just one location it could be a problem with the access point. sometimes the DHCP daemon in the router dies, and stops assigning IP addresses. It is necessary to reboot the router when this happens.
