How turn passcode lock off ?

On my 3gs iphone it's impossible to turn passcode lock off !!!
these are the instructions : Turn passcode lock off:
Choose General > Passcode Lock, enter your passcode, and tap Turn Passcode Off, then enter your passcode again.
but on my 3gs (Italian, buy at Apple, sim Vodafone) there isn't the tap TURN PASSCODE OFF !!!
Please help me.

Iphone 3gs, iPhone OS 3.1.3

If you are unable to disable to turn off the passcode lock on your iPhone, restore your iPhone with iTunes. The passcode lock is not included with your iPhone's backup.

i'm the employer of my self. Monday i will ask to my technician. In fact yesterday he installed sbs 2008 on the server

The passcode IS NOT included with the iPhone's backup.

If no change after restoring your iPhone with iTunes from the backup, restore your iPhone with iTunes as a new iPhone or not from your iPhone's backup.

You are accessing an Exchange account on your iPhone that is provided by your employer?

If so, this is why you are unable to turn the passcode lock feature off on your iPhone. This is required by your employer with the Exchange account profile for your Exchange account. This is one of several security measures implemented by your employer to prevent someone else from accessing company Exchange account data in the event your iPhone is lost or stolen.
