how can i unlock my iphone 3g 16gb

my iphone 3g 16gb 3.1.3 is locked. how can i unlock it???
im resident in PAKISTAN and ma iPhone came from CANADA, there was rogers' sim card in it but it was pin packed. now there are no service when i insert my UFONE sim card
