Thanks for this, togmahon.
After turning off the "install apps" restriction, I just had to unplug the iPad from the Mac, then reconnect it, and was able to check "sync apps."
The only thing I would add to this answer is disconnect and reconnect your ipad after disabling your ipad Restrictions.
Step one: Look under General / Restrictions in your ipad/iphone Settings tab.
Step two: Disable your ipad Restrictions temporarily.
Step three: Disconnect your ipad from your computer, and reconnect.
Step four: Relaunch iTunes.

David, I'm having the same problem with my iPhone 3G. I've tried all of the suggestions above to no avail. I've tried them in different combination without any success. The apps are still grayed out. Any suggestions?
Thank you, thank you, thank you, togmahon! You're my hero! I had turned on the "install/delete apps" restriction on my mother's iPad so that she doesn't delete/install any apps by accident. And of course I couldn't figure out why I couldn't sync her apps on my computer. Duh...đ

I have exactly the same problem and nothing is working. This is rediculous, I can't sync any of my apps.
