Since the 3GS has been out less than a year, the phone would still be under warranty. They do not do repairs of individual parts, but if Apple determines it to be a warranty issue, they can decide on replacing the phone. Make an appointment at the nearest Apple store online at http://www.apple.com/retail/geniusbar. After that and before the appointment, make sure you have backed up the phone and done a sync of all the material you have on there. Import your photos from the camera roll as well.
I had the same problem. Took it into the store yesterday and they replaced it with a new phone immediately. Didn't even have to present proof of purchase. Just said I was worried that my case was starting to crack and he took it from there.
I would say do it within the year, remember to restore to factory settings especially if you have jailbroken though.
