I want to purchase an iTunes Gift Card from Apple, but I don't want it to be shipped to me( as I'm located outside the US). Can Apple just e-mail me the code? Am I correct that the person that I will gift the code to should have an US account ? Can I somehow get the code from the gift card e-mailed and then pass it to the person to redeem it outside the US?

TT, aa

Sorry, but Apple does not at this time have an iTunes Store in the Ukraine and since you cannot purchase from the iTunes Store in another country (that requires an iTunes Store account in the country in which you wish to purchase, and that requires that you be a resident of that country), you will not be able to give iTunes Store gifts.

Thank you for the reply. If we assume that the person who would like to buy a gift certificate is located in another country - say, UK or Russia, what would change then? Can I read anywhere about this in more detail?

If the person is in a country where the iTunes Store for that country offers gift certificates - not all iTunes Stores offer gift certificates and prepaid cards - then yes, they could buy a gift certificate for another person in that same country.
