You can make a feature enhancement request directly to Apple by going to the Numbers menu (aka the "Application menu") in Numbers and choosing Provide Numbers Feedback. Don't expect to see a change before the next full version.

No way for us, users such as yourself, to know the answer to that question nor would Apple be forthcoming with an answer if you asked them. You can let Apple know you would like a surface charting feature. Use the menu item Numbers/Provide Numbers Feedback.

No. This would be a type of Chart. The Chart set available in Numbers is what's shown when you click the Chart button at the top of the window.
