It all depends how you upload them.

I personally, do not use iWeb, but iPhoto. I just create a hyperlink in iWeb, so my page links people to my gallery. Quick, clean, works fast and that one click publishing is a "gift God sent"
In iPhoto, you can publish an album to MobileMe gallery and disable downloads when publishing - together with enabling uploads and uploads via e-mail, etc....

in iWeb, I'm not sure you can.

Depending on your definition of "determined", kioskmode does not prevent visitors from downloading the video from activity window or by simply viewing the source code and downloading the video directly from the video URL. The methods mentioned are not harder to download a video either, they're simply different methods. The only thing kioskmode will do is give the video owner the false sense of security that their video is harder to be downloaded. Granted it may be harder for you, but it's still very, very easy for many others.

stream the video (not progressively)
You can not download true streaming video; only screen capture can capture true streaming video.

QTSS or Flash Media Server

As previously noted this will not prevent users from screencapturing the video. It does, however, prevent direct downloading of the video. Screen capture consumes considerable amount of HD space and degrades the quality of the originally streamed video after compression so it greatly discourages users from obtaining your content.
