A Google search on 'iwork templates loan calculator' (without the quotes) brings up this one.

It also brings up an article on How to create a mortgage calculator using the Mortgage template in the Personal Finance section of Numbers's supplied templates.

Do you think it is safe to download?

It is a zip file, not a straight Numbers Template. There have been vulnerabilities around zip files, though none that I know of regarding the extractor in OS X.

A Numbers template or document cannot contain macros or scripts so no worries there, as long as the file within the zip file is a Numbers document. I know of no vulnerabilities regarding the Numbers application but that doesn't mean a clever hacker knows none.

I think the chance of it being malware is very slim. But that is only an opinion.
