Checking Magsafe With Tester

The end doesn't look frayed, but think I might have a wire issue. Want to double-check that I'm supposed to put one lead of tester in the middle of magsafe end, and one along the outside edge(If that makes sense), before I start splicing. I've tried DC voltage, and am getting nothing with that. The AC part is fine. Any help is appreciated
